LEGAL NOTICE

TOWN MEETING

TOWN OF WESTBROOK, CONNECTICUT

 

The legal voters of the Town of Westbrook, Connecticut and all others qualified to vote on matters of said Town are hereby notified and warned that a Special Town Meeting will be held on June 6, 2023 in Meeting Room A of the Mulvey Municipal Center, 866 Boston Post Road, Westbrook, Connecticut, at 7:00 p.m., to consider and act upon the following resolutions:

 

Item 1:  To consider and act upon the following, as recommended by the Board of Selectmen and Board of Finance:

 

RESOLVED:  That the First Selectman is hereby authorized to accept a grant in the amount of $5,000.00 and $6,547.80 from the State of Connecticut Emergency Management Program for costs related to supporting emergency management mission areas, and said amounts are hereby appropriated for such purpose.

 

Item 2:  To consider and act upon the following, as recommended by the Board of Selectmen and Board of Finance:

 

RESOLVED:  That the First Selectman is hereby authorized to accept a grant in the amount of $2,227.00 from the Westbrook Foundation, to fund a weather station for the Emergency Management department, and said amount is hereby appropriated for such purpose.

 

Item 3:  To consider and act upon the following, as recommended by the Board of Selectmen and Board of Finance:

 

RESOLVED:  That the First Selectman is hereby authorized to accept a grant in the amount of $3,672.98 from the Westbrook Foundation to fund signage at the Mulvey Riverfront Walkway, and said amount is hereby appropriated for such purpose.

 

Item 4:  To consider and act upon the following, as recommended by the Board of Selectmen:

 

RESOLVED:  To approve, as a qualifying community program pursuant to the Neighborhood Assistance Tax Credit Program, a proposed project to be undertaken by the YMCA as set forth in its NAQA 1 which is on file in the Town Clerk’s office. 

 

Item 5:  To consider and act upon the following, as recommended by the Board of Selectmen:

 

RESOLVED:  To approve, as a qualifying community program pursuant to the Neighborhood Assistance Tax Credit Program, a proposed project to be undertaken by the Westbrook Congregational Church as set forth in its NAQA 1 which is on file in the Town Clerk’s office. 

  

Item 6:  To consider and act upon the following, as recommended by the Board of Selectmen and Board of Finance:

 

RESOLVED:  That a sum not to exceed $3,150.00 be appropriated from Contingency to the Emergency Management account to fund the purchase of a ham radio station and to facilitate drone training.  

 

Item 7:  To consider and act upon the following as recommended by the Board of Selectmen and Board of Finance:

 

RESOLVED:  That a sum not to exceed $32,000 be appropriated from Contingency to various wage accounts in the Police Department to fund the cost of the Police Union Contract settlement.

 

Item 8:  To consider and act upon the following as recommended by the Board of Selectmen and Board of Finance:

 

RESOLVED:  that a sum not to exceed $14,280 be appropriated from the American Rescue Plan Act Grant to Middlesex Hospital to provide funding for outpatient mental health clinics.

 

Item 9:  To consider and act upon the following as recommended by the Board of Selectmen and Board of Finance:

 

RESOLVED:  that a sum not to exceed $16,100 be appropriated from the American Rescue Plan Act Grant to Gilead Community Services to provide funding to support the Shoreline Community Apartment Program (SCAP).

 

Item10:  To consider and act upon the following as recommended by the Board of Selectmen and Board of Finance:

 

RESOLVED:  that a sum not to exceed $2,000 be appropriated from the American Rescue Plan Act Grant to The Connection to provide funding for the Eddy Shelter.

 

Item 11:  To consider and act upon the following as recommended by the Board of Selectmen and Board of Finance:

 

RESOLVED:  that a sum not to exceed $3,000 be appropriated from the American Rescue Plan Act Grant to The Estuary to provide funding for additional hours for a Social Worker.

 

 Item 12:  To consider and act upon the following as recommended by the Board of Selectmen and Board of Finance:

 RESOLVED:  That a sum not to exceed $10,810 be appropriated from Contingency to facilitate the total cost of Police Body Worn and Dashboard Cameras Capital Project.

 

Item 13:  To consider and act upon the following as recommended by the Board of Selectmen and Board of Finance:

 

RESOLVED:  that a sum not to exceed $50,000 be appropriated from the FY23/24 General Fund Capital Contribution to the Information Technologies (IT) capital project for the purpose of upgrades to the Town’s IT infrastructure.

 

Item 14:  To consider and act upon the following as recommended by the Board of Selectmen and Board of Finance:

 

RESOLVED:  that a sum not to exceed $30,000 be appropriated from the FY23/24 General Fund Capital Contribution to the Revaluation capital project for the purpose of saving for the next full Town Revaluation.

 

Item 15:  To consider and act upon the following as recommended by the Board of Selectmen and Board of Finance:

 

RESOLVED:  that a sum not to exceed $74,000 be appropriated from the FY23/24 General Fund Capital Contribution to the Police Department Vehicle capital project for the purpose of purchasing a replacement police vehicle.

 

Item 16:  To consider and act upon the following as recommended by the Board of Selectmen and Board of Finance:

 

RESOLVED:  that a sum not to exceed $28,800 be appropriated from the FY23/24 General Fund Capital Contribution to the Police Department Taser Purchase capital project for the purpose of purchasing new tasers for the department.

 

Item 17:  To consider and act upon the following as recommended by the Board of Selectmen and Board of Finance:

 

RESOLVED:  that a sum not to exceed $7,000 be appropriated from the FY23/24 General Fund Capital Contribution to the Police Department Radar Purchase capital project for the purpose of replacing old radars in the department.

Item 18:  To consider and act upon the following as recommended by the Board of Selectmen and Board of Finance:

 

RESOLVED:  that a sum not to exceed $100,000 be appropriated from the FY23/24 General Fund Capital Contribution to the Fire Department Radio capital project for the purpose of upgrading the Town’s radio system.

Item 19:  To consider and act upon the following as recommended by the Board of Selectmen and Board of Finance:

 

RESOLVED:  that a sum not to exceed $30,000 be appropriated in the amount of $4,847 from the FY23/24 General Fund Capital Contribution and $25,153 from the Undesignated General Fund Balance to the Fire Department Hose Tower Repair capital project for the purpose of replacing safety rail on the hose tower.

Item 20:  To consider and act upon the following as recommended by the Board of Selectmen and Board of Finance:

 

RESOLVED:  that a sum not to exceed $100,000 be appropriated from the FY23/24 General Fund Capital Contribution to the Fire Department Tanker Refurbishment capital project for the purpose of saving to refurbish the department tanker.

Item 21:  To consider and act upon the following as recommended by the Board of Selectmen and Board of Finance:

 

RESOLVED:  that a sum not to exceed $389,340 be appropriated in the amount of $40,000 from the FY23/24 General Fund Capital Contribution and $349,340 from the Undesignated General Fund Balance to Public Works Paving Program Project for the purpose of paving projects as determined by the Public Works Director.

 

Item 22:  To consider and act upon the following as recommended by the Board of Selectmen and Board of Finance:

 

RESOLVED:  that a sum not to exceed $130,000 be appropriated from the FY23/24 General Fund Capital Contribution to Public Works department for the purpose of fleet replacement as determined by the Public Works Director.

 

Item 23:  To consider and act upon the following as recommended by the Board of Selectmen and Board of Finance:

 

RESOLVED:  that a sum not to exceed $12,000 be appropriated from the FY23/24 General Fund Capital Contribution to Public Works for the purpose of small equipment replacement (sand spreaders, plows, etc.)

 

Item 24:  To consider and act upon the following as recommended by the Board of Selectmen and Board of Finance:

 

RESOLVED:  that a sum not to exceed $45,800 be appropriated from the FY23/24 General Fund Capital Contribution to the Facilities Department Roof capital project for the purpose of replacing roofs at the Academy and Old Library buildings.

 

Item 25:  To consider and act upon the following as recommended by the Board of Selectmen and Board of Finance:

 

RESOLVED: that a sum not to exceed $151,800 be appropriated from the FY23/24 General Fund Capital Contribution to the Facilities Department General Repairs capital project for the purpose of general repair and maintenance to Town facilities.   

 

Item 26:  To consider and act upon the following as recommended by the Board of Selectmen and Board of Finance:

 

RESOLVED:  that a sum not to exceed $43,500 be appropriated from the FY23/24 General Fund Capital Contribution to the Facilities Department LED Sign capital project for the purpose of replacing the LED sign at Town Hall.

 

Item 27:  To consider and act upon the following as recommended by the Board of Selectmen and Board of Finance:

 

RESOLVED:  that a sum not to exceed $500,000 be appropriated from the FY23/24 General Fund Capital Contribution to the Planning, Zoning & Development Sidewalk Improvement Construction capital project for the purpose of the installation of sidewalks as determined by the department.

 

Item 28:  To consider and act upon the following as recommended by the Board of Selectmen and Board of Finance:

 

RESOLVED:  that a sum not to exceed $50,000 be appropriated from FY23/24 General Fund Capital Contribution to the Planning, Zoning & Development Resiliency Plan capital project for the purpose of Resiliency Planning.

 

Item 29:  To consider and act upon the following as recommended by the Board of Selectmen and Board of Finance:

 

RESOLVED:  That a sum not to exceed $25,000 be appropriated from FY23/24 General Fund Capital Contribution to the Planning, Zoning & Development Hazard Mitigation Plan capital project for the purpose of developing a hazard mitigation plan for the Town as required every five years.

 

Item 30:  To consider and act upon the following as recommended by the Board of Selectmen and Board of Finance:

 

RESOLVED:  that a sum not to exceed $25,000 be appropriated from FY23/24 General Fund Capital Contribution to the Planning, Zoning & Development GIS capital project for the purpose of acquiring additional data layers in the Town’s Geographic Information System.

 

Item 31:  To consider and act upon the following as recommended by the Board of Selectmen and Board of Finance:

 

RESOLVED:  that a sum not to exceed $50,000 be appropriated from the FY23/24 General Fund Capital Contribution to the Conservation Commission Open Space capital project for the purpose of Open Space acquisition.  Funds will be accumulated and drawn down as needed when approved projects arise.

 

Item 32:  To consider and act upon the following as recommended by the Board of Selectmen and Board of Finance:

 

RESOLVED:  that that a sum not to exceed $25,000 be appropriated from the FY23/24 General Fund Capital Contribution to the Harbor Commission Dredging capital project for the purpose of dredging projects in the Westbrook Harbor.  Funds will be accumulated and drawn down as needed when approved projects arise. 

 

Item 33:  To consider and act upon the following as recommended by the Board of Selectmen and Board of Finance:

 

RESOLVED:  that that a sum not to exceed $20,000 be appropriated from the FY23/24 General Fund Capital Contribution to the Water Pollution Control Authority Wastewater Management Program capital project for the purpose on studying and implementing wastewater systems. 

 

Item 34:  To consider and act upon the following as recommended by the Board of Selectmen and Board of Finance:

 

RESOLVED:  that that a sum not to exceed $150,000 be appropriated from the Board of Education (BOE) Capital Reserve Fund to the BOE Welding Workshop capital project for the purpose of creating a welding workshop and the high school. 

 

Item 35:  To consider and act upon the following as recommended by the Board of Selectmen and Board of Finance:

 

RESOLVED:  that that a sum not to exceed $35,000 be appropriated from the Board of Education (BOE) Capital Reserve Fund to the BOE Roofs capital project for the purpose of repairing roofs until full replacements can occur. 

 

Item 36:  To consider and act upon the following as recommended by the Board of Selectmen and Board of Finance:

 

RESOLVED:  that that a sum not to exceed $40,000 be appropriated from the Board of Education (BOE) Capital Reserve Fund to the BOE Facilities Plan capital project for the purpose of updating the school buildings facilities plan, which should be done every five years.

 

Item 37:  To consider and act upon the following as recommended by the Board of Selectmen and Board of Finance:

 

RESOLVED:  that that a sum not to exceed $25,000 be appropriated from the Board of Education (BOE) Capital Reserve Fund to the BOE High School Gym Scoreboard capital project for the purpose of replacing the scoreboard in the high school gym.

 

Item 38:  To consider and act upon the following as recommended by the Board of Selectmen and Board of Finance:

 

RESOLVED:  that that a sum not to exceed $33,000 be appropriated from the Board of Education (BOE) Capital Reserve Fund to the BOE Portable PA System capital project for the purpose replacing the portable PA system that can be used outdoors for large events.

 

Item 39:  To consider and act upon the following as recommended by the Board of Selectmen and Board of Finance:

 

RESOLVED:  that that a sum not to exceed $20,000 be appropriated from the Board of Education (BOE) Capital Reserve Fund to the BOE Cafetorium Sound System capital project for the purpose of replacing the sound system in the middle school cafetorium. 

 

Item 40:  To consider and act upon the following as recommended by the Board of Selectmen and Board of Finance:

 

RESOLVED:  that a sum not to exceed $20,000 be transferred from the Public Works Operating budget to the Public Works Capital Seawall project to fund repairs to the West Beach stone seawall.

            I FURTHER CERTIFY that on the 25th day of May,2023, I caused the attached warning and notice of a Special Town Meeting of the Town of Westbrook to be filed with Joan Angelini its Town Clerk.

 

            I FURTHER CERTIFY that on the 25th day of May,2023, I caused a copy of said warning and notice to be published in the Harbor News having circulation within the Town of Westbrook.
