Special Town Meeting

LEGAL NOTICE

TOWN MEETING

TOWN OF WESTBROOK, CONNECTICUT

 

The legal voters of the Town of Westbrook, Connecticut and all others qualified to vote on matters of said Town are hereby notified and warned that a Special Town Meeting will be held on August 8, 2023 in the Multi-Media Room of the Mulvey Municipal Center, 866 Boston Post Road, Westbrook, Connecticut, at 7:00 p.m., to consider and act upon the following resolutions:

 

Item 1:  To consider and act upon the following, as recommended by the Board of Selectmen and Board of Finance:

 

RESOLVED:  That the First Selectman is hereby authorized to accept a grant in the amount of $1,184.00 and $400 from the CT State Library, Division of Library Development, and the Community Foundation of Middlesex County respectively to be used for Library programming, and said amounts are hereby appropriated for such purpose.

 

Item 2:  To consider and act upon the following, as recommended by the Board of Selectmen and Board of Finance:

 

RESOLVED:  that a sum not to exceed $23,902.00 be appropriated from the American Rescue Plan Act Grant to Westbrook Youth & Family Services to provide funding to support mental health and support needs of Westbrook senior citizens.

 

Item 3:  To consider and act upon the following, as recommended by the Board of Selectmen and Board of Finance:

 

RESOLVED:  That the First Selectman is hereby authorized to accept a grant in the amount of $5,000 from the Middlesex County Community Foundation, to fund a Public Art Mural, and said amount is hereby appropriated for such purpose.

 

Item 4:  To consider and act upon the following, as recommended by the Board of Selectmen and Board of Finance:

 

RESOLVED:  That a sum not to exceed $26,483.00 be appropriated from the Unassigned Fund Balance to the 2022 Revaluation Capital project to cover a deficit in the completed project.

 

Item 5:  To consider and act upon the following, as recommended by the Board of Selectmen and Board of Finance:

 

RESOLVED:  That a sum not to exceed $68,718.00 be appropriated from the Unassigned Fund Balance to the 2023 Revaluation Capital Project to fund the next Revaluation. 

 

Item 6:  To consider and act upon the following, as recommended by the Board of Selectmen and Board of Finance:

 

RESOLVED:  That a sum not to exceed $7,961.00 be appropriated from the Public Works and Recreation Operating budgets to the Pickleball Capital project to cover a deficit in the completed project.

 

Item 7:  To consider and act upon the following, as recommended by the Board of Selectmen and Board of Finance:

 

RESOLVED:  That a sum not to exceed $663.00 be appropriated from the Fire Marshal Operating Budget to the Fire Marshal Vehicle Capital Project to cover a deficit in the completed project.

 

Item 8:  To consider and act upon the following, as recommended by the Board of Selectmen and Board of Finance:

 

RESOLVED:  That a sum not to exceed $375.00 be appropriated from the Police Operating Budget to the Small Marine Boat Capital project to cover a deficit in the completed project.

 

Item 9:  To consider and act upon the following, as recommended by the Board of Selectmen and Board of Finance:

 

RESOLVED:  that a sum not to exceed $1,500.00 be appropriated from the American Rescue Plan Act Grant to the Westbrook Congregational Church to provide funding to support Narcotics Anonymous, Alcoholics Anonymous and Shoreline Soup Kitchen programs.

 

 

 

“In accordance with American with Disabilities Act, Final Rule 1994 for State and Local Government Facilities, Special Accommodations will be provided upon notification to agency within a reasonable time of such need.”

RETURN NOTICE

 

            I HEREBY CERTIFY that on the 26th day of July,2023, I posted a written copy of the attached warning and notice of a Special Town Meeting upon all the signposts of the Town of Westbrook and all other places designated by the Town.

 

            I FURTHER CERTIFY that on the 26th day of July, 2023, I caused the attached warning and notice of a Special Town Meeting of the Town of Westbrook to be filed with Joan Angelini its Town Clerk.

 

            I FURTHER CERTIFY that on the 26th day of July,2023, I caused a copy of said warning and notice to be published in the Harbor News having circulation within the Town of Westbrook.

 

            I FURTHER CERTIFY that the above acts were done by me at least five days before the holding of said meeting on Tuesday August 8, 2023.
